The center’s report attributes the seemingly contradictory trend to Latinos comprising a larger proportion, and whites a smaller proportion, of the student population.

Finance data include revenues by source (local, state, and federal) and total and per-pupil expenditures by function.

The data include such characteristics as the numbers of students and teachers, number of high school completers and the averaged freshman graduation rate, and revenues and expenditures.
